Just who is Cecilia Sue Siew Nang?



Speculation on her identity has been rife since late January, when news broke of the high-profile investigations into Ng, who is 46 years old, and ex-Singapore Civil Defence Force (SCDF) commissioner Peter Lim for alleged misconduct.

Back then, reports speculated that Sue, believed to be 37 years old this year, was involved with both Ng and Lim. This proved to be false last Wednesday when Lim was charged in court, and none of the 10 charges read out to him included her.

Internet users on SammyBoyForum posted screengrabs of what was believed to be Sue’s LinkedIn profile in January, which detailed her employment and education history

The woman who lollipop the CNB director 

Who is the female IT executive who screwed the career of Ng Boon Gay, Director of Central Narcotics Bureau.

This female IT executive is Ms Cecilia Sue Siew Nang. She gave birth to a kid in early 2011. The father of the child is not confirmed yet. Siew Nang is not really pretty but sexy, sociable and attractive with CFM look. She was originally from Fujian, China and came to Singapore to settle down.

Previously worked with a Japanese IT firm, Hitachi - selling storage products.

Now with an American MNC Oracle.

She is an expert in using honey traps to access senior executives and to close deals. She has done it with other clients as well, besides Boon Gay.

All men in IT-procurement industry know her and have socialised with her. She will touch the man when she talks to him, especially if he is a senior client.

This is not the first time senior officials from the Ministry of Home Affairs Singapore had sex scandals. A few years back, a Deputy Commissioner of Police by the name of Puay Kern had to leave the Police Force when he was accused of extramarital affairs with a female staff in the police co-operative. He was slated to be the new Commissioner of Police at that point in time but missed the opportunity due to the scandal.

It has come to our attention that a photograph featuring the Commissioner of Police presenting a token of appreciation to Ms Esther Goh (who is involved in an ongoing criminal proceeding) has been circulating online.

Mr Ng Joo Hee, the Commissioner of Police, deeply regrets that the photograph has been misused by irresponsible persons online as a basis for making vulgarities, inanities and all manner of mischievous innuendos.

Police Commissioner not acquainted with ex-NCS director Esther Goh

Commissioner of Police Ng Joo Hee is not acquainted with Esther Goh, one of the women named in the sex-for-deal corruption case involving former Singapore Civil Defence Force (SCDF) commissioner Peter Lim Sin Pang, the police said in a statement on Friday.

This, after an October 2011 photo of Ng presenting a token of appreciation to Goh, has began circulating online.

In their statement, which is posted on their Facebook page, the police said that Ng “deeply regrets that the photograph has been misused by irresponsible persons online as a basis for making vulgarities, inanities and all manner of mischievous innuendos”.

Netizens started to leave lewd comments after the photo surfaced on sites such as the SammyBoyForum and citizen-run blog Temasek Times.

Ho Yenn Dar, the police’s assistant director for media relations, clarified that the picture of Goh and Ng was taken at a charity concert held to raise funds for the Community Chest.

Ng, on the other hand, was on Tuesday morning charged with four counts of corruptly obtaining sexual gratification in the form of fellatio from Sue between June and December last year — twice while she was employed as a sales manager at Hitachi Data Systems Pte Ltd, and a further two times in December, when she had started work at Oracle Corporation Singapore.

Hitachi’s Singapore branch provides IT, security, and industrial products and services, among others, while Oracle provides software for e-business. Both are multinational corporations.

Former CNB chief Ng Boon Gay charged with corruptly obtaining sexual gratification from IT executive Cecilia Su Siew Nang 




Former Central Narcotics Bureau (CNB) director Ng Boon Gay was charged on Tuesday morning with four counts of sex-related corruption.

Ng was accused of corruptly obtaining sexual gratification from a female IT executive, Cecilia Su Siew Nang, by assisting to further the business interests of her then employers Oracle Corporation Singapore and Hitachi Data Systems in dealings with CNB.

His sexual trysts -- all in the form of fellatio -- with Su allegedly occurred on four different occasions between June and December last year.

Exposing that Cecilia Sue was previously with Hitachi Data Systems and is currently employed with Oracle Corporation Singapore, The Straits Times is really going all out on this story.

Singaporean woman involved in affair that brought down Philadelphia Housing Authority chief

Michael Kelly was presented here as a turn-around manager who would repair the damage at the Philadelphia Housing Authority by the scandal-scarred leadership of former executive director Carl Greene, including secretly settled sexual harassment suits. But Kelly left PHA Friday with his own scandal in tow: An affair with a woman he appointed to head the agency's department of human resources.

Estelle Richman, a U.S. Housing and Urban Development Department senior staffer who is once again taking control of PHA, confirmed this afternoon that someone at the Philadelphia agency complained about the affair between Kelly and Audrey Lim. Richman said her predecessor, Karen Newton-Cole, appointed PHA staffer Kelvin Jeremiah to investigate. Jeremiah, who followed Kelly here from New York City's housing agency, confirmed the affair, Richman said.

A PHA spokeswoman today said Lim was hired on August 2009 as a Senior Advisor with a salary of $95,000. Kelly put her in charge of human resources. Her title when she resigned on May 31 was Director of Special Projects with a salary of $125,000.

Lim, a citizen of Singapore, was first hired by Greene. Richman said Lim returned to her country after her resignation. Richman also said Lim, who needed a job to remain in the United States, may plan to return to this country. Richman described Lim, who has two masters degrees and a doctorate, as being over-matched by her duties at PHA's human resources department

Former executive director of operations at UBS Investment Bank to claim trial



The former executive director of operations at UBS Investment Bank who was charged with two counts of having paid sex with an underage girl has decided to claim trial.

Swiss expatriate Juerg Buergin allegedly paid the same 17-year-old girl for sex in late 2010 and early 2011, in a case that saw public servants, a former school principal and a businessman among men charged with the same offence.

The 40-year-old who is currently unemployed, is charged under Section 376B of the Penal Code which is an “absolute liability offence” in that the accused would be deemed to have committed the offence – even though there’s no intent. Additionally, a mistake on the age of the minor is also not a defence.

Represented by lawyer Selva K. Naidu, he is currently out on a S$15,000 bail and will be back in Court on 3rd July.

The 17-year-old underage girl implicated in the case is reportedly a student at the Institute of Technical Education who goes by the social escort name of “Chantelle”.

Online vice ring accused Howard Shaw asked for an early plea to be taken



The grandson of cinema mogul Runme Shaw (the founder of Shaw Organisation), Howard Shaw has asked for an early date for his plea to be taken.

The 41-year-old was charged with paying an underage 17-year-old girl for sex in April, in a case that saw public servants, a former school principal and a businessman among men charged with the same offence.

Shaw, who is represented by a team of lawyers from WongPartnership led by senior counsel Harpreet Singh Nehal, will decide to plead guilty or claim trial on that day.

In a statement to the media, his lawyers raised the issue of Shaw’s charge, which falls under Section 376B of the Penal Code, an “absolute liability offence” under Singapore law, which means that the accused would be deemed to have committed the offence – even though there’s no intent.

The lawyers also pointed out that under Section 376B, the Courts has “an extremely wide sentencing discretion, ranging from a fine to a maximum jail sentence of seven years”.

Singapore do not fully comply with the minimum standards set on child sex trafficking



Child sex trafficking is occuring in Singapore, said the United States State Department (USSD) in its Trafficking in Persons Report 2012.

The report, which mentioned the recent court cases of men allegedly having paid sex with an underage girl, classified Singapore under Tier 2 of countries reported upon.

Tier 2 refers to countries where governments do not fully comply with the minimum standards, but are making significant efforts to bring themselves into compliance with those standards.

The USSD report also noted that the Singapore government has increased its efforts to prevent trafficking in persons during the year.

In March 2012, the Inter-Agency Task Force on Human Trafficking launched Singapore’s first National Plan of Action to coordinate the government’s anti-trafficking activities.

The New Deal In Corruption

"Personal indiscretions aside, Boon Gay firmly believes he is not a corrupt officer," the lawyers of Ng Boon Gay, 46, former director of the Central Narcotics Bureau, said in an emailed response to AFP queries.

Well, officially he is charged in the Singapore court for "corruptly" obtaining libidinous "gratification... from one Cecilia Sue Siew Nang" on 4 occasions, specifically 4 instances of oral activity, twice when she was a sales manager with Hitachi Data Systems Pte Ltd and twice when she worked for Oracle Corporation Singapore Pte Ltd. Definition of corrupt notwithstanding, how did the top cop end up at the wrong side of the law?

Perhaps it has to do with the repeal of the original Section 377 in October 2007. Until then it was illegal to participate in "carnal intercourse against the order of nature" between individuals (of all sexes - the law being non-gender specific with its use of the word "whoever"). With a stroke of the legislator's pen, suddenly Singapore women in sales have one more trick in their arsenal of feminine wiles to service their clients.

He could blame Bill Clinton who first cleverly argued that he and Lewinsky were never involved in physical interaction of the procreative kind, the only gymnastics which he would admit as a breach of matrimonial fidelity. Even Hillary must have appreciated the technical adroitness of his perspective of the law.

Ex-CNB chief known as tough leader

SINGAPORE - Former Central Narcotics Bureau (CNB) chief Ng Boon Gay was known as a tough leader who commanded the respect of his juniors in the Singapore Police Force (SPF).

He started his career at SPF in 2001 after he graduated from the National University of Singapore (NUS) with first-class honours in maths.

The 44-year-old rose up the ranks and headed the Criminal Investigation Department from 2008 until he left to head the CNB in February 2010, reported The Straits Times.

Described as ambitious by a colleague who requested anonymity, Mr Ng led his team in solving many major cases including the Kallang stabbings in May 2010 which left one man dead and three others seriously injured.

He also came down hard on loansharks with the CID arresting close to 2,000 suspected loan sharks and runners during his watch.

The Public Service Commission local merit scholarship recipient also has an array of educational achievements under his belt.

Besides graduating with first-class honours in mathematics from NUS, he also earned a master's in business administration from NUS in 2001 and received an award for best graduate student.

In 2009, NUS conferred on him the Outstanding Science Alumni award.

Mr Ng is currently being investigated by the Corrupt Practices Investigation Bureau (CPIB) and will be officially relieved of his duties from February 1.

He will be replaced by Mr Ng Ser Song, 49, currently director of the Police Intelligence Department


Ex-CNB chief charged with four counts of graft

Ng Boon Gay allegedly engaged in oral sex with the same woman on 4 occasions

Arriving with him at the Subordinate Courts, the wife of former Central Narcotics Bureau (CNB) chief Ng Boon Gay sat within earshot in the courtroom as four sex-for-favour charges - all involving the same woman IT sales manager - were read out against her husband.

The couple then left the court hand-in-hand, braving the hordes of journalists along their way to a waiting vehicle.

Breaking her silence some two hours later, Ng's wife said through his lawyers that she has "never doubted his professional integrity and will continue to stand by him".

Ng, 46, denied the charges and would be claiming trial. "Personal indiscretions aside, Boon Gay firmly believes he is not a corrupt officer," his lawyers, Senior Counsel Tan Chee Meng and Ms Melanie Ho, said in a press statement.

Ng was alleged to have engaged in oral sex with Ms Cecilia Sue Siew Nang on four occasions between June and December last year as an "inducement for doing an act ... to further the business interest" of the two different IT companies she worked for in that period.

Hitachi Data Systems (HDS), which employed Ms Sue until November last year, and Oracle Corporation, for which she is believed to be still working, were seeking contracts with the drug enforcement agency at that time.

Mr Tan told the court he wanted the Attorney-General's Chambers to clarify "how Boon Gay had assisted in furthering the interests of (the two companies), and specifically, what these interests were".

In the press statement, Mr Tan added that he would be asking for "further particulars" because "the charges as framed are very general in nature".

Court documents did not state which contracts related to the four charges, or their value.

The mystery female IT executive at the centre of the SCDF/CNB scandal is just but the tip of the iceberg and three women have been named as being involved in the case! The name Cecilia has not been listed so far despite it having been floated by netizens as being the woman involved.


It was a mix of oral sex from Lee Wei Hoon and Pang Chor Mui and sex with Esther Goh Tok Mui that did Peter Lim in. Why is it that Peter Lim whom was married and holding such a well paying job had to put himself in such a position? It would not have been difficult for him to have paid for the services of some social escort or such and still be on the legal side of the law.
