He began chatting with a girl on the messaging application Telegram in 2017 and found out she was a Secondary 2 student.

During their conversations, the 14-year-old asked Muhammad Asraf Mustaffa, who was aged 25 and an insurance agent at the time, if he could be her “sugar daddy”. She also told him she was not a virgin.

Having no sexual experience himself, he got curious. The pair ended up having consensual sex in several toilets for the handicapped, including at the Junction 8 and Velocity malls.

Man, 70, jailed for molesting seven girls in under an hour

An elderly man went on a molesting spree at Clementi Bus Interchange earlier this year, groping seven girls in less than an hour. He also molested three other victims on separate occasions with the youngest being 11 and the oldest, 22.


Yeo Kin Choon, 70, was yesterday jailed for 28 months on four counts of outrage of modesty, with another six similar charges taken into consideration. Court documents showed Yeo's spree began at about 1pm on March 15 at Clementi Bus Interchange and ending at around 1.55pm:

  • At about 1pm, the first victim, a 12-year-old girl was walking with a classmate to the interchange from The Clementi Mall. Yeo, who was walking behind them, suddenly reached out and groped her.
  • After that, he molested three more girls before groping another 12-year-old girl at about 1.45pm.
  • He molested two other 12-year-old girls after her.
  • Earlier that week, he molested a 13-year-old girl at Sembawang Bus Interchange and a 14-year-old girl at North Bridge Road Market.

Grandfather who sexually abused grandson jailed 12 years
 A grandfather who molested and sexually abused his daughter’s seven-year-old son over two years was sentenced to 12 years in jail on Friday (22 June)

The 64-year-old man, who cannot be named to protect his grandson’s identity, had also morally corrupted his grandson by showing him pornography as a precursor to the sexual penetration and molest on two occasions, said the prosecution as part of its submissions for sentencing.

Deputy Public Prosecutors Winston Man and N K Anitha asked the High Court for a jail term of at least 12 years.

The prosecution also argued for the need to deter the man, who “demonstrated a degree of persistence in sexually abusing his grandson” in the family home.

His grandson was only seven & had recently moved in, together with his parents, to live with the man & his wife.

Months later, the boy ended up being molested and shown a pornographic video by his grandfather. Worse was to come.

After a stint at the Drug Rehabilitation Centre, the 64-yr-old sodomised the boy and again showed him a pornographic video.


12 years' jail for 64-yr-old grandfather who sexually assaulted his young grandson

A 64-yr-old man who showed pornographic videos to his grandson before sexually assaulting the very young boy on two occasions was sentenced to 12 years' jail on Friday (Jun 22).

The driver and part-time cleaner cannot be named to protect the identity of his grandson, who was seven to eight years old when he was abused in the family's four-room flat between 2015 & 2016.

The man pleaded guilty in February this year to one charge of aggravated sexual assault by penetration & one charge of molestation. Three other charges - one of molestation and two of showing pornographic videos - were taken into consideration.


Attorney-General’s Chambers: PP v JOSHUA ROBINSON


There has been public attention to this case, and calls from some members of the public for an appeal against the sentence imposed and for caning to be imposed. Following careful review of the matter, the Public Prosecutor has decided not to appeal against the sentence.

Joshua Robinson (“Robinson”) pleaded guilty to 9 charges for offences of sexual penetration of minor under 16 punishable under section 376A(2) of the Penal Code, making an obscene film punishable under section 29(1)(a) of the Films Act, possession of obscene films punishable under section 30(1) of the Films Act, and exhibiting an obscene object to a young person punishable under section 293 of the Penal Code. He was sentenced in the District Court to a total of 4 years’ imprisonment. Details of the charges and the sentence imposed per charge are in the annex to this media release.

Before the District Court, the Prosecution had sought a total sentence of 4 to 5 years’ imprisonment. The Prosecution’s sentencing position was made known to defence counsel and to the District Court at a pre-trial conference in September 2016. The Prosecution’s sentencing position was conveyed to Robinson before he made his decision in December 2016 to plead guilty. In arriving at this sentencing position, the Prosecution took into account, among other things, the fact that by securing a guilty plea, the three young victims would be spared the trauma of having to testify and be cross-examined in a trial.

What is the legal age for sex in Singapore? What are some common sexual offences in Singapore?

Pursuant to section 376A of the Penal Code, sexual penetration of a minor under 16 is an offence even if the minor has given consent. Both male & female minors are covered by this provision. In addition, according to the definitions of the aforementioned section, sex consists of sexual penetration, and includes vaginal, oral or anal sex.

In addition, commercial sex with minors under 18 is also a punishable offence pursuant to section 376B of the Penal Code. Furthermore, under section 376C of the Penal Code, Singapore citizens or Permanent Residents who engage in commercial sex with a minor under 18 will still be liable even if the acts were done in a location outside of Singapore.

With regards to the common protest: “I did not know she was below 16”, section 377D of the Penal Code clearly states that:
  • If the offender is above the age of 21, he cannot claim that he mistakenly believed the minor was not underage as a defence.
  • If the offender is below the age of 21, he may claim that he mistakenly believed the minor was not underage as a defence, but only if the minor was of the opposite sex, and if the offender has not previously committed any similar sexual offences before.

Govt to relook penalties in underaged sex cases

The Government will be relooking penalties for crimes committed by the likes of convicted sexual predator Joshua Robinson, as the Attorney-General’s Chambers (AGC) announced on Wed (March 8) that it will not appeal the 4-yr jail term imposed on the 39-yr-old, saying the punishment was broadly in line with relevant past cases.

Law and Home Affairs Minister K Shanmugam, told the media on Wednesday that the AGC has discretion over decisions on prosecution, sentences to ask for, and appeals, and these decisions should be respected.

“If we don’t think the sentences, based on precedents, are adequate, then we consider what can be done,” said Mr Shanmugam, who is on a working visit in Australia. “I do think that the sentences for such offences committed by Robinson need to be relooked at. That is why I have asked my ministries to study this.”

Home Affairs and Law Minister K Shanmugam, who is currently away on a working trip in Australia, has weighed in on the case of Joshua Robinson in response to media queries.

Shanmugam also compared an earlier example to the current case:
  • There is a wide range of behaviour which is currently dealt with, in respect of having sex with under-aged girls, for example: (a) a young man of 18 having sex with his 15-year-old girlfriend ; (b) A few years ago we had 51 men charged with having sex with an under-aged prostitute. They were jailed for between 4 and 20 weeks each.
  • In the context of all the facts, viz having sex with two underaged girls and showing pornographic material to a 6-year-old, Robinson’s conduct here, was more serious (even though the girls agreed to having sex with him).
On AGC’s decision, Shanmugam said:
  • “AGC have explained why they have decided that they could not appeal. I can understand that having taken a position in court, on what the sentence should be, it is difficult for AGC to now appeal. As they have explained, the position they took was based on precedent. In our system, decisions on prosecution, sentence to ask for, and appeals, are all within the discretion of the AGC. We need to respect the decision of AGC.
  • If we don’t think the sentences, based on precedents, are adequate, then we consider what can be done. I do think that the sentences for such offences committed by Robinson need to be relooked at. That is why I have asked my Ministries to study this.”

Lawyers suggest certain factors be given more weight

Lawyers & social workers said certain factors could be given more weight in offences relating to sex with minors. These could include distinguishing if the act was done by someone in a "position of trust".

They also suggested reviewing the conditions for statutory rape - having sex with a minor under 14 - which carries a harsher punishment than sexual penetration of a minor under 16.

The Attorney-General's Chambers' (AGC) statement yesterday said the public prosecutor will not appeal against the 4-year jail sentence given to mixed martial arts instructor Joshua Robinson for having sex with two 15-yr-old girls .

For each charge of having sex with a minor, Robinson could have been jailed in Singapore for up to 10 years and fined, the BBC reported.

From A Singaporean: Why Was Joshua Robinson Only Jailed 4 Years For Sex With Minors?

I can understand the knee-jerk reaction to this case, but if you look at comparable cases, it can be seen why the sentence was “only” 4 years, without caning. Sadly it seems people lose their minds when they hear “foreigner”, “underage” and “child porn” mentioned in the same sentence.

We need to look at the case objectively, and the only way to do that is by referring to similar cases. And I must also say, we should be very disturbed if the petition had succeeded. The AGC is supposed to be seen to operate independently of political pressure, so you should be very concerned indeed if the law minister could order an increase in sentence willy-nilly, or if the AGC was seen to sway to public opinion (a balance must be struck though, the AGC’s actions need to be seen as just as well).

First, was his sentence really that light? Let’s look at some similar cases:
The present offender had sex with two 15 year old girls. How long should his sentence be? But note that he possessed copious amounts of child porn and showed an obscene video to a 6 year old. This isn’t straight up math, but 4 years doesn’t seem out of the pale.

Still four years for Joshua Robinson

SO THE Attorney-General’s Chambers (AGC) have decided not to appeal against the four-year jail sentence for Joshua Robinson. It has put out a statement to say why: Robinson pleaded guilty which spared the girls the ordeal of going through a trial, the two girls were above 14 which means he did not commit statutory rape, and they had consented to sex.

Not rape. Not outrage of modesty. So the charge against Robinson was sexual penetration of a minor under 16 years of age, which is punishable under section 376A(2) of the Penal Code. The AGC said that this was the most serious charge that the prosecution could have brought on the case. And no, there’s no caning under this clause but a maximum of 10 years jail.

It looks like we weren’t right to say that the girls were sexually assaulted since what he did was not rape nor molest, even though one of them had a mental breakdown after her intimate encounter with Robinson. I suppose the girls were seduced by the American mixed martial arts instructor into consensual sex. Or at least some sexual grooming took place.

Note with amusement on how the media is reporting on Minister Shanmugam's comments about that Monster Joshua Robinson case. In the media reports, it is said that there is an online disquiet on the issue, as the sentence and the crime does not seem to be enough.

Seriously, disquiet? What we have is an uproar! What kind of monster who preys on innocent young children, destroys their lives, and yet gets only 4 years in jail with no canning? This is no disquiet! But wait, did Minister Shanmugam himself said disquiet? What?! Dear Minister sir, disquiet is when we are not happy over our monthly paychecks, as compared to yours. Uproar is when almost the whole Singapore online community is up in arms at this sentencing meted out this Monster. Hardly enough for the crimes he committed.

So please, choose your words carefully. It is not like we are asking you to hurl vulgarities and smearing other's good names.

Did ambiguous selection of law allow child sex offender Josh Robinson to escape punishment?

Currently, we have 2 different sections of the law to charge people having sex with underage children.

Section 375 of the Penal Code essentially says having sex with a woman without her consent is defined as rape. And in the case of girls under 14, even with her consent, she is also deemed to be raped. This section also specifies that the perpetrator would face a mandatory jail sentence with an additional possibility of facing fine or caning, depending on the circumstances of the rape. In cases involving girls under 14 without her consent, the perpetrator would face both a mandatory jail sentence and caning.

Section 376A essentially says anyone having sex with a girl under 16, with or without her consent, is guilty of rape. But for a person charged under this section, he would face a mandatory jail sentence with possibility of fine. There is NO mention of caning except if the girl is under 14. In this case, the perpetrator would face a mandatory jail sentence with an additional possibility of facing fine or caning.

Petition calls for harsher punishment for convicted sex fiend Joshua Robinson

An online petition has been started calling for a harsher sentence to be imposed on Joshua Robinson, the 39-year-old American expatriate in Singapore who has been jailed four years for sexually assaulting two 15-year-old girls and filming the assaults.

The petition is started by one Sarah Woon, who claims to be a close family friend of the six-year-old girl who Robinson showed an explicit video to at a gym where the child’s father was training at.

On March 2, 2017, Robinson had pleaded guilty to nine charges in total. These include: Three for sexually assaulting the girls, five for making and possessing obscene films and one for showing an obscene film to a six-year-old girl.

MMA instructor jailed 4 years for sexually assaulting 2 teenage girls

An American MMA instructor was jailed 4 years on Thu (Mar 2) for sexually assaulting 2 15-year-old girls and filming the assaults for his own “perverse pleasure”.


When Joshua Robinson’s apartment was raided, officers seized 5,902 obscene films, including 321 films of child pornography. The haul is believed to be the largest collection of child pornography seized from an individual in S'pore.


Robinson, 39, pleaded guilty to 9 charges: 3 for sexually assaulting the girls, 5 for making and possessing obscene films and one for showing an obscene film to a 6-year-old girl. Another 20 charges, including 4 more for sexual assault, were taken into consideration during sentencing.

Convicted paedophile, 39-year-old Joshua Robinson, was a celebrated poster boy for Contact Singapore. Contact Singapore was started by the Prime Minister’s Office, and came under the Ministry of Manpower (MOM) in 1998. In 2008, an alliance was formed between the Economic Development Board (EDB) and MOM to use Contact Singapore to leverage the business network and investment promotion capability of the EDB and the talent outreach of the MOM.

Contact Singapore’s mission includes bringing global talent to work in Singapore, and Joshua Robinson was touted as its poster boy. The agency’s microsite featuring Robinson was quickly scrubbed after his conviction. But a Google search shows that Contact Singapore had once used him to promote their mission.


In the video, Robinson can be heard saying, “Life in Singapore, to me, feels really easy”. He also praised Singapore for its minimal taxes and good public transport.

The Singapore court on Thursday (2 Mar) sentenced 39-year-old Joshua Robinson to four years jail for sexually assaulting two teenage girls and filming the assaults.


Channel NewsAsia (CNA) reported, Robinson pleaded guilty to nine charges: Three for sexually assaulting two 15-year-old girls, five for obscene films and one for showing an obscene film to a six-year-old girl.


He was caught in June 2015 after his second victim told her parents and made a police report against him. Officers found and seized 5,902 X-rated films, including 321 films of child pornography while searching the MMA instructor’s apartment.

And for each count of making an obscene film, he could have been jailed up to two years and fined between $20,000 and $40,000."

A former Ministry of Education scholarship holder was sentenced to 5 years' jail yesterday for five sexual offences involving an underage girl, then 15 years old.

Jonathan Wong Wai Kheong, 25, was found guilty on 2 counts of committing indecent acts and 3 counts of having sex with a minor. The victim cannot be named because she is a minor.

According to court documents, the prosecution said this was "one of the worst cases of sexual penetration of a minor" it had seen, and that Wong deserved a deterrent sentence of more than 4 years' imprisonment.

A Transgender, who is biologically female but lives as a man, was yesterday sentenced to 10 years in jail for the sexual abuse of a teenage girl, who was then 13. She was initially cleared by a lower court which had ruled that a woman could not be convicted of sexual penetration of a minor.

The sentence came after a decision by the Court of Appeal on Sep 28 that a woman can just be as guilty as a man for the crime and reversed the acquittal.

In sentencing Zunika Ahmad, 40, the Court of Appeal took into account as aggravating factors the number of offences & that she had abused her position of trust.
