Update 29 Jun 2020: Ex-GM Of AMK Town Council Charged with Corruption
Former Ang Mo Kio Town Council GM visited KTV lounges, massage parlours

For nearly two years, Victor Wong Chee Meng, the former general manager and secretary of Ang Mo Kio Town Council (AMKTC), allegedly received a steady stream of bribes totalling $107,336.50.

The 58-year-old purportedly took the kickbacks from Omar Chia Sin Lan, 62, the director and major shareholder of two firms, whose core business is the carrying out of works for town councils. Wong currently faces 55 charges of corruption for offences committed between December 2014 and September 2016. Chia’s two companies, 19-ANC Enterprise and 19-NS2 Enterprise, were also awarded tenders and contracts by AMKTC worth millions of dollars during the time that Wong accepted the bribes. Chia also faces 55 counts of graft.

“The lion’s share of the gratification, some $52,893.07, was in the form of entertainment expenses incurred by Victor Wong and Omar Chia at various KTV lounges and massage parlours, which the two frequented regularly at night,” said Deputy Public Prosecutor Alan Loh while laying out the prosecution’s case at the start of the duo’s trial on Tuesday (25 September) morning.

An Average 4 Molest Incidents Reported Every Day according to Latest Crime Stats

Latest crime statistics released by the police reveal that 717 incidents of outrage of modesty took place between Jan and Jun this year – or, 4 incidents per day on average.

The number is a 9.5 percent increase from the same time last year, where 655 incidents were reported. Police have urged the public to be vigilant and report incidents as soon as possible.

Molest aside, 349 cases of internet love scams in the first half of this year saw victims losing S$22.1 million in total to scammers.

Molesters 'think they can get away in crowds'

Molestation cases that take place at entertainment nightspots could have happened as perpetrators believed they would not get caught in a crowded, public environment, said Ms Anisha Joseph, manager of the Association of Women for Action & Research's Sexual Assault Care Centre.

According to police statistics released yesterday, there were 717 outrage of modesty cases in the 1st half of this year, up from 655 in the same period last year. In particular, cases at entertainment nightspots increased from 44 to 52 over this period, while cases on public transport remained high, at around 70 cases.

Clinical psychologist Jeanie Chu of the Resilienz Clinic said incidents may take place at such locations due to accessibility to potential victims, & perpetrators' ease of escape. Ms Anisha added that perpetrators may also be friends or acquaintances who exploit the situation when one is too intoxicated to consent at a nightspot, for example.

Jail for man who insulted flatmate's modesty

3 days after he moved into a flat, a driver lifted the blanket of his housemate who was sleeping and took a photo of her topless.

Teng Ching Yuan, 31, was caught red-handed when he tried to do it again 3 days later. Yesterday, he was jailed for 12 weeks after pleading guilty to 5 charges: 2 of insulting a woman's modesty, and 1 each of criminal trespass, use of criminal force and possession of obscene films.

A District Court heard that Teng, a Malaysian, rented a room in a Pasir Ris flat. He stayed there with the unit's owners, a married couple, and a 30-yr-old female tenant. The latter had a habit of sleeping unclothed and would usually lock her room door, the court heard.

Taxi driver, 66, jailed 2 weeks for insulting modesty of teenage passenger

A 66-yr-old cabby repeatedly told his 19-yr-old passenger that he wanted to lick her private parts during a 20-minute taxi ride, a court heard on Thursday (Sep 15).

Ong Guan Seow persisted in making lewd and suggestive comments to the victim, even while driving her to a neighbourhood police centre (NPC), as directed by the victim.

The victim had been so traumatised that both a friend and her father heard her trembling voice and she sounded fearful when she called them close to midnight on Feb 7, 2015, while she was still in the taxi.

Elderly man gets jail for molesting girl on bus

A 77-yr-old security guard who repeatedly molested a 14-yr-old girl on a bus was jailed for 5 weeks yesterday.

Samlawi Haji Sirat pleaded guilty to touching the girl's upper thigh on an SBSTransit bus on Feb 6 last year.

The court heard that the Secondary 3 student boarded service No. 21 in Balestier Road at about 1.30pm that day. The bus was heading towards Pasir Ris interchange.

Woman raped thrice in public in 20 minutes

After leaving a bar in Robertson Quay, where he had been drinking with friends, a jobless man saw a woman walking alone along Martin Road at 3am.

What transpired in the next 20 minutes was a horrific episode of sexual violence as he raped her thrice at three locations in the area, and forced her to give him oral sex.

Even when his victim pleaded with him and repeatedly told him that she was having her period, he ignored her and continued violating her.

Doctor who drugged, molested doctor jailed

A reknown aesthetic doctor, who was convicted last month of molesting a male doctor & administering stupefying drugs on the 33-yr-old patient to commit the offence, was sentenced to 42 months' jail yesterday.

Tan Kok Leong, 50, was convicted after an 18-day trial of twice administering Dormicum and Rosiden on the Malaysian doctor in the course of a liposuction procedure at Oasia Hotel in Sinaran Drive, on Jul 5 & 6 in 2013, and using criminal force to outrage his modesty on those 2 days.

Bail of $40,000 was allowed pending Tan's appeal against conviction and sentence.

The general manager & secretary of Ang Mo Kio Town Council (AMKTC) has been removed from his duties & is under investigation by the Corrupt Practices Investigation Bureau (CPIB).

Mr Victor Wong, who works for CPG Facilities Management, the managing agent of the town council, was asked to go on leave by his company after the town council received a complaint about him in September, town council chairman Ang Hin Kee told The Straits Times on Thu (Dec 29).

He added that the case had been referred to the CPIB & Mr Wong was removed from his positions at the town council last month.

Bt Batok MP resigns over 'personal indiscretion'

Mr David Ong, the former Bukit Batok Member of Parliament who resigned abruptly last month amid reports of an extramarital affair with a grassroots volunteer, has sent personal letters to residents to apologise for not completing his term.

In the undated letter, Mr Ong wrote: "I made a serious error of judgement in my personal life, leading to my resignation as MP. I am deeply sorry for having let you down, and for not being able to serve you for the full term that you elected me for."

A former River Valley High School (RVHS) principal, who was sentenced to 4 weeks' jail in January after lying about an extramarital affair with a school vendor to whom he awarded contracts, has been dismissed from public service.

Koh Yong Chiah, who was 61 when sentenced to jail, was once one of Singapore's "super principals".

A notice posted yesterday in the online edition of the Government Gazette said that Koh, a Senior Education Officer Superscale G, had been dismissed from the public service with effect from Sep 14.

Two ex-ST Marine execs plead guilty to bribery, making false expense claims

Two former senior executives of shipbuilder ST Marine have admitted to giving bribes in one of the largest corruption scandals in corporate Singapore.

The men, who were facing more than 1,700 charges, pleaded guilty to one count of giving bribes.

Both men, who were at the centre of the scandal, have also pleaded guilty to 49 counts each of conspiring to use bogus entertainment expense claims to cover up bribes. A third executive is on trial.

Bangladeshi jailed 5 months for threat to send ex-lover's sex videos to family and friends

A Bangladeshi national filmed himself having sex with a married Singaporean woman, then threatened to send the explicit video clip to her friends and family.

On Tuesday (May 24), the 42-year-old man was sentenced to five months' jail after admitting to threatening the woman, aged 38, between March 27 and April 4 this year. He was initially scheduled to go for trial but changed his mind and pleaded guilty on Monday (May 23). Neither he nor the complainant can be named due to a gag order.

Deputy Public Prosecutor Ryan David Lim said the pair were in an intermittent relationship from around 2007 to 2013. They broke up in 2014 and he returned to Bangladesh.

Former River Valley High principal Koh Yong Chiah, who lied about an extramarital affair with a vendor to whom he awarded millions of dollars in school contracts, pleaded guilty yesterday to giving false information to a Ministry of Education (MOE) senior officer.

The 61-year-old educator of 35 years' service, who had been principal of four schools since 1995, lied to cluster superintendent Chia Ban Tin on Nov 24, 2005, that he was not having an affair with school service provider Ivy Loke Wai Lin, 55.

Ms Chia, who had been tasked to inquire into an anonymous complaint against Koh for alleged misconduct, then reported to the Director General of Education that there had been no such misconduct. Koh was then principal of Jurong Junior College (JJC). He later became head of River Valley High in 2009.

Former policeman charged with criminal breach of trust


A former policeman was charged on Thursday (Dec 24) with criminal breach of trust and for destroying documents in the course of his work.


Yeo Lwee Siong, 41, is accused of making away with S$4,700 belonging to victims of a motor insurance fraud case which he was investigating.


He is also accused of intentionally obstructing the course of justice by shredding documents including a police statement and an acknowledgement form related to the sum of money.

Man allegedly rapes own mum

In an extremely rare case, a man was charged with the rape of his biological mother yesterday.

The 32-year-old man, who cannot be named to protect the victim's identity, faces one count of rape and two counts of outrage of modesty.

On Oct 4, 2013, he allegedly pinned down his 56-year-old mother before molesting her twice. He then allegedly raped her.

Malaysian woman charged in Yishun Ring Road death

A 34-year-old Malaysian woman was charged on Monday (Nov 23) with voluntarily causing hurt using a weapon which led to the death of an elderly man at his Yishun Ring Road flat on Saturday (Nov 21).

Woo Mui Mee allegedly slashed Mr William Wong Keng Woo's left forehand with a paper cutter at about 10pm on Saturday.

Mr Wong, 76, was pronounced dead by paramedics in his three-room HDB flat at about 11.40pm that night

After he raped his teenage niece, she was so traumatised that she tried to kill herself by drinking bleach solution and soap powder.

A school teacher abused his position of trust by stealing a total of $3,350 from two students to repay his debts.

Yesterday, Sandridge Ong Wee Koe, 37, was jailed for six weeks after admitting to stealing $2,050 from 17-year-old Wang Juan at St Francis Methodist School in Upper Bukit Timah Road, on Oct 16 last year. A second charge, involving $1,300 stolen from another student, was taken into consideration.

The court heard that Ong, then a chemistry teacher, had finished his last class for the day and entered a classroom. There was no one there and the lights were turned off. He saw some bags, and took $2,050 from Wang Juan's wallet before placing it back into her bag.

20 women arrested in anti-vice blitz
A raid in the western region of Singapore led to the arrest of 89 people, including 39 women allegedly involved in prostitution-related activities

The police said on Thursday (Oct 8) that it arrested 20 women who are suspected to be involved in vice-related activities in the northern and western parts of Singapore.

In an operation from Oct 6 to Oct 7, officers from Jurong Division conducted simultaneous raids at multiple locations including Woodlands, Admiralty, Bukit Batok and Jurong West.

Misappropriating iPads: Ex-SCDF director gets jail

A senior public servant convicted of misappropriating two iPads was sentenced to 10 weeks in jail yesterday.

Jeganathan Ramasamy was director of the technology department at the Singapore Civil Defence Force (SCDF) when he obtained the iPad 2s - worth almost $1,900 in total - from communications company NCS.

They were meant to be used to test mobile applications that NCS was developing for the SCDF.

PROSECUTORS called for the boss of a now-defunct electronics firm to be given a three-year jail sentence yesterday after he admitted to conning his customers.

Jover Chew Chiew Loon, 33, the "brains and architect" behind Mobile Air, pleaded guilty to 12 of 28 charges against him - including abetment by conspiracy to cheat and criminal intimidation.

On one occasion, when ordered by a Small Claims Tribunal to reimburse a customer $1,010, he gave her a bag containing $547 of the sum in coins - then dropped them on the floor of his Sim Lim Square shop and filmed her aunt picking them up.

Over 1,500 prostitutes sell their services on local website

A website that claimed to feature "Singapore's hottest babes" was revealed to be a site that allows visitors to "hook up" or purchase sexual services from over 1,500 prostitutes.

According to Lianhe Wanbao, the site, which claimed to be the "best site in Singapore" for information about the "hottest babes", masked its darker nature.

In fact, the site allows visitors to book and purchase sexual services from over 1,500 young prostitutes online, who operated out of flats in east, west, north and central Singapore.

A 31 year old man was convicted of organizing commercial sex tours overseas where clients could engage in paid sex with minors.

Chan Chun Hong was originally charged with over 100 charges but he pleaded guilty to 7 counts of transmitting obscene materials by electronic means, 1 count of making travel plans for the obscene acts and 1 count of being in possession of obscene films.

Ex-CPIB officer charged for cheating, theft and voluntarily causing hurt

A former Corrupt Practices Investigation Bureau (CPIB) officer has been charged in court for cheating, stealing and voluntarily causing hurt.

Christopher Gan Boon Khong, 25, was slapped with 15 charges by the State Courts today (Feb 27) for the offences which are believed to have taken place at several night clubs in the wee hours of the morning, on two separate occasions.

Gan is accused of stealing a DBS debit card on July 2, 2014, at Club V6 on Jalan Sultan, and later using the debit card to buy six bottles of Martell VSOP cognac amounting to S$1,134 at two other night clubs on Tanglin Road - Club 1+1 and Club Gaga.

Woman accused of cheating cleaner claims to be a victim

One of the two women accused of cheating a cleaner out of more than $400,000 now claims that she is innocent and also a victim of cheating herself.

Tan Soy Kiang, 70, gave his salary to two women for 15 years, believing that the money went towards paying off a debt he owed to the Government. The debacle was brought to light only when his niece returned from Australia in 2013.

One of the women, Wu Shuxiang, told evening daily Lianhe Wanbao yesterday that she is a victim herself, and has been cheated of almost $40,000 by the other woman, known only as Madam Tan

87 arrested for vice, drink driving in Geylang police operation
An early morning traffic operation on New Year’s Day this year nabbed six people for serious traffic violations such as dangerous driving and drink driving

87 people were arrested in a joint operation conducted by the Singapore Police Force and the Singapore Civil Defence Force.

During the operation on Feb 6, officers carried out a series of targeted raids and proactive checks at various locations including shophouses, coffee shops and back-alleys of Geylang. Road blocks were also set up in the vicinity.

78 women, aged between 17 and 52, were arrested for vice-related activities, while 25 motorists were stopped and tested for alcohol consumption at the road-block points.

Former Customs officer Mohamed Yusof Abdul Rahman, 67, was jailed for five years for tax evasion and corruption

A former higher Customs officer who helped four Indian nationals fraudulently claim almost $500,000 in goods and services tax (GST) via the electronic tourist refund scheme was jailed for five years on Thursday for tax evasion and corruption.

In sentencing Mohamed Yusof Abdul Rahman, 67, District Judge Lim Tse Haw felt that his overall culpability was higher than any of the accomplices, given the aggravating factors.

"Further, there is a need to impose a deterrent sentence in order to make it clear to all public servants that the courts will come down very hard on those who betray the public trust that is reposed in them to the detriment of the State and allow themselves to be corrupted in the process," he said.

The director of technology at the Singapore Civil Defence Force (SCDF), who has been accused of misappropriating two Apple iPad tablets, apparently wanted to buy the products, a district court heard yesterday.

Jeganathan Ramasamy, 63, who was director of the technology department from 2007 to 2012, claimed trial to two charges of criminal breach of trust involving two iPad 2s, worth a total of $1,877 in September 2011.

The court heard yesterday from Wong Soon Nam, 51, vice-president, communications engineering of NCS. He told Jeganathan in a text message that the two iPad 2s were to test the new mobile apps that the information technology firm was rolling out for SCDF

Underage-sex offender has jail term upped to 10 months

A 23-year-old production worker who pressured a secondary schoolgirl he met online into having sex with him had his original jail term of four months increased to 10 months yesterday after the prosecution appealed to the High Court.

Qiu Shuihua had been due to be released on Thursday. But Judge of Appeal Chao Hick Tin agreed with the prosecution that the district judge who sentenced him last year was wrong to find that there was a genuine romantic relationship between Qiu and the 14-year-old girl.

Justice Chao said that while the girl had expressed affection for Qiu, he had used "emotional blackmail" to get her to have sex with him.

Fraud alleged at Catholic centre

The Catholic Spirituality Centre (CSC) has made a police report against one of its senior members for alleged fraud.

The member, who works at the CSC, has been suspended.

A CSC spokesman said in a statement that the centre's spiritual director, listed on the Catholic Directory as Reverend Father Andrew Wong, made the police report last Friday because there was "reason to believe that a case of fraud has been committed".

Cost of fraud rising in financial services

More large transactions and more funds washing about in the financial services sector may have contributed to a significant jump in the cost of fraud incidents in recent years, experts say.

The cost of these incidents has increased by a whopping 238 per cent to S$22 million this year from S$6.5 million in 2011, according to the KPMG Singapore Fraud 2014 Survey released yesterday.

The survey, done for the first time in conjunction with the Singapore Management University, found that 58 per cent of fraud incidents this year were perpetrated by employees, up from 47 per cent in 2011, and the average cost of such incidents per employee was S$457,000.

Pinay made $1.08M in Singapore by luring kababayans into sex work

A Filipina registered as a Singapore permanent resident now awaits sentencing for six charges stemming from her alleged recruitment of sex workers for bars owned by her Singaporean husband.

According to a report on The New Paper, a Singaporean print and online publication, Ylarde Anne Asuncion, 31, and her husband, Ang Boon Seng, pleaded guilty in August to charges related to vice activities, including the provision of sexual services in their establishments. A separate report on Straits Times said Asuncion helped her husband by recruiting women to work as "performing artists" in the pubs whenever she returned home to the Philippines.

She would allegedly tell the women that they must pay off a "debt" by providing sexual services in the pubs. If they accept the clause, these women will be flown out to Singapore. At least 55 women were brought to Singapore through this method, which brought at least $60,000 "on good months," according to The New Paper.

But Jonathan Sasayiah, 28, was not looking for financial gains allegedly, but intimate acts from Ms Nursusilla Kassim.

In return, he would allegedly show her leniency for possessing contraband cigarettes on July 15.

Ex-tour guide faces 320 charges for faking accounts

FORMER China tour guide Yang Yin, who is embroiled in a legal tussle over the assets of a wealthy 87-year-old widow, was charged in court with another 320 charges for falsification of accounts.

The 40-year-old was represented by his lawyer Wee Pan Lee from Wee, Tay and Lim LLP.

Last Friday, Yang was accused of falsifying the accounts of his company Young Music and Dance Studio between 2009 and 2014.

The former China tour guide at the centre of an ongoing legal tussle over an elderly widow’s assets was slapped with 11 charges at the State Courts today (Oct 31) in a separate case against him.

Yang Yin, 40, is accused of falsification of papers between 2009 and 2014, as a director of Young Music & Dance Studio. He had created receipts reflecting payments, including those for “painting” and “piano classes”, when there were no such payments.

The payments range from S$1,000 to S$5,500. If convicted, the maximum penalty is 10 years’ jail and a fine.

Traffic cop jailed 15 months for underage sex with 13-year-old girl

A traffic policeman who had sex with a 13-year-old girl was jailed for 15 months on Wednesday.

Faisal Amry Abdul Rahman, 26, who faced six sexual offences and one of criminal trespass into a female toilet, pleaded guilty to two charges of sexual penetration of a minor.

Man, 21, jailed for having sex with girl, 13

His crimes could have gone unnoticed, if not for the fact that the 13-year-old girl was discovered to be pregnant during a medical check in a hospital in July this year.

Muhammad Nur Hakim Abdullah, 21, had met the teen in January. The next day, she agreed to be his girlfriend. She cannot be named as she is a minor.

Yesterday, Muhammad was sentenced to a total of 17 months' jail - 12 months for two charges of sexually penetrating a minor and five months for two charges of being absent for urine tests.

Polytechnic student placed on probation for underage sex with boy

A polytechnic student was on Thursday placed on 24 months' probation for having sex with a 14-year-old boy last year.

Mohammad Ramdhan Samsudin, then 22, met the minor through Hornet, a mobile app commonly used by gay persons to get to know one other.

Their communication quickly turned sexual and after a few months of chatting, they met at a fast food restaurant in Causeway Point Shopping Centre sometime in March last year.

Private tuition teacher jailed for molesting student

A private tuition teacher who molested his student in 2011 was on Thursday sentenced to 18 months in prison.

He pleaded guilty to two of three offences committed on the 11-year-old girl during weekly mathematics tuition sessions.

The court heard that these sessions had been held since June 2010 at a maisonette along Potong Pasir Ave 1 that belonged to the victim's grandmother. Lessons would take place on the first floor, while the girl's relatives would usually be upstairs.

Man gets three weeks' jail for taking upskirt photos

A man who took photos of a woman's underwear with his mobile phone at an MRT station on three separate occasions was jailed for three weeks on Wednesday.

Malaysian Daniel Chin Jun Kent, 21, then a room service crew, admitted to two counts of insulting the modesty of the 24-year-old woman at Bayfront MRT Station on May 14 and July 2 this year.

A court heard that the woman was standing on the ascending escalator at Bayfront MRT Station on her way to work on May 14 when Chin found her sexy and took a photograph of her underwear with his mobile phone without her knowledge.

Alex Au’s articles ‘risked undermining confidence in judiciary’

The two articles published last year by blogger Alex Au Wai Pang — which were at the centre of a court hearing today (Oct 21) to determine whether he was in contempt of court — were not fair criticism and posed a real risk of undermining public confidence in the administration of justice in Singapore, the Attorney-General’s Chambers (AGC) argued.

The AGC also charged that the articles are baseless attacks against the authority of the court and have crossed the legal line.

But Au’s lawyers Peter Low and Choo Zheng Xi contended that his actions were in good faith, to encourage debate and discussion on issues of public importance. They added that the AGC’s case relied heavily on innuendo, insinuation and imputation — which do not make a contempt charge.

S$509,000: Bill for renovation contractor who failed to declare GST liability

A renovation contractor who failed to register his company for Goods and Services Tax (GST) liability for four years was ordered to pay a total of S$509,000.80 in back-dated taxes, penalties and fines.

Chong Wee Keng had failed to notify the Comptroller of GST of his liability to register his sole-proprietorship, D'Esprit Design and Renovations, for GST by Oct 30, 2006. As a result, he failed to account for S$458,637.09 of GST between Dec 1, 2006 and Dec 31, 2010, the Inland Revenue Authority of Singapore (IRAS) said on Friday (Oct 24).

On top of the unpaid GST, Chong also has to pay S$45,863.71 - a 10 per cent penalty on the amount of the tax due - as well as a court fine of S$4,500.

Over $163,000 worth of drugs seized, 113 arrested in CNB drug busts
The five-day, island wide strike from Oct 26-31 was conducted by CNB officers and supported by officers from the Singapore Police Force

A total of 103 suspected drug abusers and six suspected drug traffickers were arrested during the operation.

In one of the operations on Oct 29, a 46-year-old suspected drug trafficker was arrested in the vicinity of Kaki Bukit Road 1. A total of 590g of heroin, 12g of 'Ice' and 22 Erimin-5 tablets, as well as more than $3,300 was seized from him.

In a separate operation on Oct 30, CNB officers arrested a 49-year-old male suspected drug trafficker near Teban Gardens. He had been travelling in a car with a 50-year-old male. Both men are Singaporeans.

A three-day anti-drugs blitz by the Central Narcotics Bureau (CNB) has led to the arrest of 105 suspected drug offenders, while drugs worth more than $62,000 were seized.

Of the 105 suspected drug offenders, 93 suspected drug abusers and six suspected drug traffickers were arrested from an island-wide operation which started from Tuesday.

The remaining six were apprehended in a separate operation, after one of them was found with 460g of heroin and 50g of 'Ice' at the Woodlands Checkpoint.

Game's up for job seekers who lie

If job seekers think they can get away by lying about their background, they could be in for a big surprise. More companies are hiring screening experts to prevent fraud, according to employers and firms specialising in background checks.

One such firm, First Advantage, screened about 10,000 job candidates here in the first three months of this year. It found that 18.8 per cent of them had discrepancies in their job applications. Over the same period last year, 12.09 per cent of the 9,000 screened had issues with their applications.

Another background check specialist, Hireright, screened about 700,000 candidates last year, and found that more than half (57 per cent) had discrepancies in their resumes, a small rise from 2012.

3 Credential cheats caught by screening firm

A Singaporean man was employed as an assistant vice-president in a bank, based on the fact that he had a master's degree. But when he tried to apply for another job in a different firm, checks revealed that he did not even complete his first degree in electrical engineering. He enrolled in a computer science master's programme by using a fake degree certificate.

Last year, a candidate applied for a senior role at a Singapore-based mulitnational corporation (MNC). Claiming to have graduated with a economics degree from a top university in Japan in 1988, he claimed to have held senior roles in a few companies. But he never completed his university degree and faked job titles and employment details throughout his 20-year career.

A Singapore-based candidate claimed to have graduated from a prestigious university in India. He said he was the manager of database operations for an MNC in Japan and had also worked for an MNC in Singapore, earning $10,000 a month. But checks showed that both his degree and employment dates were false.



42 arrested for various offences in island-wide operation

38 men and four women were arrested in an island-wide operation conducted by the Criminal Investigation Department and the six Police Land Divisions from Oct 15-16.

They are accused of a range of offences including cheating, criminal breach of trust, theft and unlicensed moneylending.

Investigations against the 42 suspects are ongoing, the police said in a statement today.

Five men arrested for rioting with a deadly weapon

The police have arrested five men, aged between 16 and 22, for rioting with a deadly weapon along Woodlands Avenue 3.

The incident, which occurred on Tuesday evening, saw a 21-year-old man attacked by multiple assailants. The victim had suffered a knife wound inflicted by one of his attackers, all of whom had fled prior to the arrival of police at the scene.

The suspects were later identified and arrested at various locations, after a round-the-clock investigation aided by video footage obtained from CCTV cameras in the area.

CNB officer jailed for making false reports

A Central Narcotics Bureau (CNB) officer was sentenced to three months in jail yesterday for lodging two false police reports "out of sheer laziness".

But Low Vins, 26, is appealing against his conviction and sentence, and is out on $20,000 bail.

He was found guilty after a three-day trial of lying to a narcotics officer that house visits were made to the homes of two drug consumption offenders, Sim Soon Lee and Soh Hock Tuan, but they could not be traced.

Female culprit accused of violating victim with sex toy

In what is believed to be the first case of its kind, a woman accused of using a sex toy to abuse a girl, beginning when she was just 13, was charged with 26 more offences yesterday.

Zunika Ahmad, 37, was first brought to court in March on a sexual penetration charge.

She was then remanded for psychiatric assessment, and was subsequently found fit to plead.

Youth who admitted to raping girl, 13, withdraws guilty plea

A 20-year-old youth, who admitted last month to confining a 13-year-old girl in his flat and raping her, withdrew his plea of guilt on the day he was expected to be sentenced in the High Court.

The youth changed his mind yesterday and now wants to contest the charges against him in a trial. Trial dates will be fixed later.

He was absent without leave from full-time national service when he allegedly raped the girl at his flat on May 21 last year.

Molester begs victim to let him touch her

She is thankful that the man who had traumatised two of her daughters is now behind bars.

Still, the mother of three young daughters, is plagued by a nagging fear that the man who had barged into the family's flat on Jan 3 - naked, no less - to peep at her 16-year-old daughter in the shower may return to seek revenge after his jail term.

Girl gets nasty at Naughty Pub

It was an unprovoked attack as three foreigners found themselves in the crosshairs of a rampaging group in an Orchard Towers pub on March 6.

But not all the assailants were men. Among them was a woman, Serena Sazali, 28, who was the first to be dealt with in court yesterday.

Pimp jailed 35 months, fined S$98,000

A 40-year-old man who ran nine pubs and one of the Republic’s largest vice syndicates was sentenced to 35 months’ jail and fined S$98,000 today (Oct 13).

Ang Boon Seng pleaded guilty to 43 charges, another 189 charges were taken into consideration. District Judge Lim Keng Yeow also imposed a S$3,600 disgorgement payment on Ang.

While this was in part because of pub owner Ang Boon Seng's efforts and experience in the industry, about 40 per cent of the earnings was made illegally by providing sexual services in his pubs, which were located in two Orchard Road buildings.

Customers could obtain oral sex among other services inside the pubs, as long as they bought a certain number of overpriced "ladies drinks" - each costing $22 to $55. Customers could also pay a "bar fine" of at least $200 to take a woman out for activities, which usually included sexual intercourse, The New Paper reported.

Four Indians jailed for fraud in Singapore

Four Indians were today sentenced to jail terms up to 48 months and fined after being convicted of fraudulent Goods and Services Tax refund claims, corruption and money laundering.

The four men - Sundar Panneer Selvam, Baskaran Uthirapathy, Pounraj Natarajan and Gobi Raman - had paid for receipts from bona-fide shoppers who had purchased jewellery and obtained electronic tourist refund scheme (eTRS) tickets from jewellery retailers, according to media report.

The men then presented the eTRS tickets and jewellery not purchased by them to Mohamed Yusof Bin Abdul Rahman, a customs officer on duty at the inspection counter in the airport.

Singapore company fined for illegally collecting GST

A local switchboard manufacturer and its 61-year-old manager have been ordered to pay more than S$295,000 in penalties and fines for charging customers Goods and Services Tax (GST) despite not being a GST-registered company.

Double H Switchboard Market (Double H) was found to have unlawfully collected more than S$38,000 in GST from its customers between Dec 2004 and July 2006. A total of 198 invoices were wrongfully issued during this time.

The company’s co-owner and manager Mdm Fong Looi Hoei has pleaded guilty to 66 of the 198 charges, with the remaining 132 charges taken into consideration for sentencing. She will have to pay a tax penalty of S$91,598.70 for the offences.

Four men fined, jailed for false GST tourist refund claims

They would pay for jewellery receipts from bona fide shoppers and obtain electronic tourist refund scheme (eTRS) tickets from the retailers. After which, they would present the ticket and jewellery - or gold-plated jewellery which did not match the goods description on the tickets — to a Customs officer at the airport, whom they had bribed to approve their false Goods and Services Tax (GST) refund claims.

The four Indian nationals would then head to the Central Refund Counter to receive their GST refunds in cash — spending a part of the money on duty-free items before departing to India.

Between September 2012 and January this year, the four men racked up fraudulent claims of about S$570,000 in GST refunds.

Six men charged for corrupt, fraudulent GST tourist refund claims

Six men, including a former Singapore Customs officer, were charged on Thursday (Sep 25) for corrupt and fraudulent Goods and Services Tax (GST) tourist refund claims.

The Inland Revenue Authority of Singapore (IRAS) had identified several suspicious GST refund claims using data analytics on its electronic tourist refund system (eTRS). The agency then worked with the Singapore Customs, Corrupt Practices Investigation Bureau (CPIB) to investigate and, subsequently, arrested former Customs officer Mohamed Yusof Abdul Rahman and four Indian nationals on Jan 27 this year.

Lim Pheck Aun, a Singaporean sales executive who worked at Soon Huat Goldsmith, was also arrested by the CPIB on the same day, according to a press release issued on Thursday. The Singapore Police Force and Commercial Affairs Department were also alerted to the case due to suspected money laundering offences.

The 39-year-old stands accused of some of the most egregious acts of academic misconduct on record, including making up large chunks of his resume and falsifying data in his papers.

But while extreme, Mr Shankar is far from being the only academic to have landed in trouble because of academic misconduct.

National University of Singapore relooks recruitment process after academic fraud case

Reports that its former faculty member Anoop Shankar had faked his credentials have prompted the National University of Singapore to relook its recruitment process.

"The university is reviewing its internal recruitment processes in the light of the recent media reports on this case," an NUS spokesman told The Sunday Times.

The former assistant professor at NUS' Yong Loo Lin School of Medicine (2005-2008) wrote several papers on topics like diabetes, and was part of a research programme looking into eye diseases in Singapore.

The Ministry of Manpower (MOM) said today (July 17) that it has charged 25 foreigners for submitting forged academic certificates to obtain work passes.

The 25 were charged yesterday in the largest number of individuals brought to court so far this year for this offence.

The offenders had furnished false information to the Controller of Work Passes between May and August last year in submitting fake university degree certificates in their applications for work passes.

25 Foreign Talents from Myanmar, India and the Philippines pleaded guilty to using fake degrees to obtain work passes in Singapore and were sentenced to 4 to 12 weeks jail each.

The fake degrees were submitted as part of their applications to obtain work passes for Singapore and they went undetected until just recently.

The MOM issued 20 S Passes and 5 EPs to the 25 FTs with fake degrees between November 2012 and June 2013. The MOM later discovered that the degrees were fake after doing some additional checks with the foreign institutions that the degrees were supposedly from.

What is puzzling is why weren't these checks done before the workers were issued work passes? They are clearly not qualified for the work that they were doing and yet the MOM allowed them to come and work in Singapore.

18 Chinese nationals jailed over fake degrees

For their involvement in a fake degree scam, at least 18 foreign workers from China were sentenced earlier this week to jail in Singapore for four weeks each.

The workers had been found by a local court to have provided forged certificates to obtain work passes to work for T Y Enterprise and Sun Blues Cleaning Maintenance.

A spokesman for the Ministry of Manpower (MOM) said that while another 10 workers from China will be charged with similar offences on Thursday, another nine are being repatriated after being served with warning letters “for providing false information to MOM’s employment inspectors”.

Yang alleged to have bought fake degree with S$4,000

According to a Chinese new media report yesterday (29 Sep), a friend of 87-year-old widow Chung Khin Chun told the media that he has the evidence to prove that PRC tour guide Yang Yin obtained money from Mdm Chung to procure a fake degree in China

Mdm Chung’s friend said that he has already turned over the evidence to Mdm Chung’s niece, Ms Hedy Mok. He said that she is discussing with her lawyer on their next move.

Mdm Chung’s friend said that at the time, Yang asked Mdm Chung to wire S$4,000 to him so that he can procure a fake degree in China. It is believed that the degree may have been used to help Yang obtain an Employment Pass to work in Singapore in 2009 and later apply for his PR.

The friend produced an acceptance letter supposedly from the “University of Financial and Trade Beijing China” (北京财经贸易学院) to show that Yang was accepted by the university to study for a bachelor’s degree in 2006:

More foreigners caught with fake certificates

INDIAN national Praveen Kumar Bollu was hired by dance studio Prabhudeva Dance Academy here as a dance instructor and choreographer in July last year.

Armed with an Indian university degree, he obtained an Employment Pass - a permit for foreign professionals working in managerial, executive or specialised jobs.
His wages were considerable, at $4,700 a month. But the 27-year-old was living a lie. He had faked his university degree.

He was among a record number of 53 foreigners caught for forging educational qualifications this year, more than the 43 nabbed during the whole of last year.

MOM tightens academic cert rule

Employers applying for work passes for foreigners using tertiary qualifications from China will soon have to show proof that the certificates are real. This is the latest move to crack down on the use of false educational certificates, after the law was changed last year to make it a standalone offence.

Announcing this on its website, Ministry of Manpower (MOM) said that from Feb 4 this year, a clear copy of a "verification proof" must be provided when applying for or renewing passes of workers with a diploma or higher qualifications from China. This applies to workers brought in on an Employment Pass, S Pass, or Training Employment Pass, but applications for work permits, which are for less-skilled workers, are not affected. Last year, 52 foreigners were convicted of false declaration of academic qualifications, down from 110 in 2011.

Speaking on this, MOM said it has taken the latest step "to further ensure the authenticity of the qualifications presented by a potential foreign employee at the point of application". This is "an extension of verification checks by employers", added the MOM, because bosses have already been checking the certificates of their skilled workers. The MOM also said that it will also explore identifying similar verification channels for qualifications from other countries.

More offenders caught

Even so, foreigners caught using fake degrees in Singapore are on the rise.

In 2008, a China national working in Singapore as an engineer was fined $13,000 for using a fake degree, The Straits Times reported. The year before, an Indian national was fined $6,000 and jailed two weeks for using a passport bearing his cousin's name, and for buying a fake botany degree.

More than 400 foreigners were caught in 2007 for lying to the Manpower Ministry (MOM) in their work pass applications, a four-fold increase from the 97 cases in 2005. MOM did not give a breakdown, but it was reported that most are believed to have used fake or forged qualifications to apply for employment passes and S-passes.

Naughty Nights at Orchard Towers

Jason's Gourmet deli at Orchard Towers is currently open 24 hours for the Xmas period, so I decided to drag my spouse down there on Friday night and help with carting the food to the car.

We parked at OT and had to walk across the bridge from the carpark into Tower One to get outside as we were going to eat at Tony Roma's across the street and a quick drink at Muddy Murphy's. Just outside the main entrance was an ang moh (white guy) chatting with two Asian women.....we assumed they were Thai Takeaways as he had a huge grin on his face as he left arm-in-arm with them to the adjacent taxi rank and was patting their bums.... (For those who don't know, Orchard Towers is opposite the Hilton Hotel and known as the 'Four Floor of Whores' for very good reason.... ).

On the spur of the moment after leaving Muddy Murphy's, I wanted to see what one of the infamous bars was like (I last went into the old 'Top Ten' with a load of girlfriends about a dozen years ago). Orchard Towers...aka Four Floors

Orchard Towers has been a bit of an enigma to me. I have been desperate to see what the hype is all about, but at the same time, grossed out by the concept.

An office building by day, by night it is better and more famously known as 'Four Floors of Whores' or simply 'Four Floors'. Paedophile committed 27 sexual offences on five primary school boys in 2012 and 2013

Between October 2012 and February last year, a serial paedophile committed 27 sexual offences on five boys aged between 7 and 11.

Lok Kwok, 59, befriended his victims, who were all students at the primary school near his home in Bukit Batok, and lured them into his flat with promises of computer games and television. There, the logistics officer would offer them gifts including toys and money to get them to hug and kiss him, touch his private parts and perform oral sex on him - even taking photographs and video recordings of the acts to keep for his "own sexual enjoyment".

On Monday, prosecutors called for Lok, who earlier pleaded guilty to seven charges under the Children and Young Persons Act and one charge under the Penal Code, to be jailed for at least 12 years.

Concerted effort by community needed to tackle gambling
Mr Chan Chun Sing made it clear that exclusion orders will apply equally to an exempt remote gambling operator as they do to casinos. Any operator which wants to run online gambling must prove it has safeguards in place

Education will be the first line of defence against online gambling, said Minister for Social and Family Development Chan Chun Sing in Parliament.

He admitted he was under no illusion that the Remote Gambling Act, which was passed yesterday, would solve the problem on its own. Instead, it will take a concerted effort from all stakeholders, including family members and the larger community, to keep a lid on the problem.

Many of the 10 MPs who rose to speak offered suggestions on how to curb the problem.

$533,000 worth of contraband cigarettes seized at Tuas Checkpoint

Immigration & Checkpoints Authority (ICA) officers at the Tuas Checkpoint on Wednesday seized 5,000 cartons of duty unpaid cigarettes worth up to $533,000, making this the single largest detection of contraband cigarettes at Tuas this year.

ICA said in a statement on Friday that a 32-year-old Malaysian male, who was travelling alone, arrived at Tuas Checkpoint for routine checks. He was driving a Malaysia-registered lorry declared to be transporting consignments of garments and thermal paper.

Upon inspection, ICA officers noticed there were some unlabelled boxes placed in between the consignments. After further inspection, they discovered that these boxes contained cartons of duty unpaid cigarettes within the boxes. Subsequently, they found more contraband cigarettes packed in boxes stacked in 5 different pallets among the cargo.

Woman who tried to kill female ex-lover jailed 4 years

A 25-year-old woman who stabbed her former girlfriend after the latter refused to get back into a relationship with her, then turned the knife on herself, was jailed for four years on Friday.

Giselle Shi Jia Wei, whose eyes were filled with tears throughout the court session, had pleaded guilty last week to attempted culpable homicide by stabbing Ms Ummul Qurratu 'Ain Abdul Rahman, 22, twice in the chest in a Geylang hotel room in July 2012. A charge of attempted suicide was taken into consideration.

On Friday, prosecutors sought a five-year jail term for Shi, arguing that her crime was premeditated and had caused the victim to suffer physical and psychological trauma. Shi's lawyers submitted testimonials from her friends and asked for a pre-sentence report to determine if she was suitable for probation.

Ease bottled beer curb at Tekka
The police have asked stall owners at Tekka hawker centre to stop selling bottled beer to reduce the risk of glass bottles being used as weapons in fights ("Police want to stop sales of bottled beer at Tekka"; Sept 30)

Is this effective, given that patrons can buy bottled beer elsewhere and consume it at the hawker centre? What if another fight broke out with beer mugs being used? Would the police then insist on paper cups for beer?

Tekka hawker centre is a vibrant place known for its Indian and Chinese food. Too many restrictions would drive patrons elsewhere.

Perhaps a more permanent solution that does not disadvantage the stall owners could be implemented.

409 arrested in raids
Women caught after a raid on an apartment in Chinatown. The police operation, which ended yesterday, busted four illegal gambling dens and two online vice syndicates

A police operation started one week ago has nabbed more than 400 suspects for a range of offences, including illegal employment, unlicensed money-lending, soliciting in public places and illegal betting.

Seventy-eight men and 331 women, between the ages of 15 and 82, have been arrested.

The sting, which ended early yesterday, busted four illegal gambling dens and two online vice syndicates in the Chinatown and Little India areas.

130 suspects comprizing 48 men and 82 women were arrested during an overnight crime blitz yesterday (Aug 30).
A police statement said the suspects, who were aged between 18 and 73, had been arrested for various offences.

76 had been arrested for offences involving illegal employment and the rest were apprehended for illegal gaming, unlawful assembly, drink driving and other criminal offences.

The joint anti-crime operation had been led by Central Police Division and supported by officers from Criminal Investigation Department, Traffic Police, Central Narcotics Bureau and Singapore Civil Defence Force.

Police arrest 168 for various offences in islandwide operation

In a continued effort to clamp down criminal activities, Central Police Division with support from Criminal Investigation Department and Traffic Police, conducted a series of operations from 3 to 7 April 2013. 

These operations resulted in the arrest of 168 persons, comprising 62 males and 106 females between the ages of 18 and 72, for various offences.

54-year-old Chin Wei Foong has been sentenced to eight years' jail

A man who lured a five-year-old girl away from her family and then proceeded to sexually abuse her has been sentenced to jail for eight years.

The unemployed man, 54-year-old Chin Wei Foong, lured the girl away with the promise of ice cream, Lianhe Wanbao reported.

The incident happened on the morning of March 9. The girl had arrived in Singapore from Malaysia that morning with her mother and grandmother.

Man gets 10 months' jail for sex with 14-year-old girl

A man who paid for the sexual services of a 14-year-old girl was sentenced to 10 months' jail on Thursday for underage sex.

Abdul Rahim Abubakar, 30, a boarding officer, had admitted to one of three charges of sexual penetration of a minor at a flat in Telok Blangah Crescent sometime in February 2012.

Two other charges of unnatural sex with the minor were considered during his sentencing.

Serial molester jailed 20 months for touching 10-year-old boy

A serial molester who touched a 10-year-old boy living near him was jailed for a year and eight months on Thursday.

Teo Koon Tian approached the youngster as he played with his mobile phone at a void deck table and told him he was "cute and handsome", then twice touched him on the cheeks.

Although the boy ignored him, the 57-year-old sat down next to him and rubbed his thigh repeatedly, despite the victim's attempts to push his hands away.



Serial molester gets seven years' preventive detention and caning

A repeat offender who molested two young girls on their way to school was sentenced to seven years' preventive detention and one stroke of the cane on Thursday.

Odd job worker Lee Kia Kit, 48, had pleaded guilty to two charges of outrage of modesty and had a third charge of molesting a 13-year-old boy taken into consideration.

A district court heard that the first victim, a 13-year-old girl, was on her way to school at about 6.35am on March 3 when she overtook Lee along a pavement in Bedok


Former teacher jailed 4 months for conning student of $4,000

Claiming a needy student needed to borrow money, a former secondary school teacher convinced one of his students to hand over $4,000.

But the needy student did not exist, and the person facing financial difficulty was Low Yiming himself. On Tuesday, Low, 31, was jailed four months for cheating his former student on three occasions in 2011.

He pleaded guilty to one count, with another two taken into consideration. Low was also fined $1,500 for an unrelated theft in dwelling charge, over $124.30 in products taken from Mustafa Centre last August


Sexual predators targeting minors – disconcerting number of cases


The State Court on Thursday dealt with three separate cases of sexual offences committed by men against minors

They are the latest in what seem to be a frequent occurrence in Singapore, going by news reports, of such cases involving minors. (See definition of “minor” here.)

In the first case on Thursday, 48-year old odd-job worker, Lee Kia Kit, was sentenced to seven years’ preventive detention and was also given one stroke of the cane for outraging the modesty of two girls, aged 13 and 15, when they were on their way to school in March.

The Deputy Public Prosecutor told the court that Lee had also had three previous convictions for sexual offences since 2011. The DPP thus argued that imprisonment had “no rehabilitative or deterrent effect” on Lee whose previous offences, the court was told, were committed against victims aged between nine and 45.


Ex-teacher jailed 22 months for indecent acts with pupil

A physical education teacher who entered into a relationship with his pupil - despite her being 20 years his junior - was jailed for 22 months yesterday.

The 34-year-old teacher, who cannot be named to protect his victim's identity, became friends with the girl on Facebook in late 2011.

He pleaded guilty to four of six charges of committing an indecent act as well as procuring a child to commit an indecent act.

Former teacher sentenced to jail and caning for molesting 8-year-old pupil

During a weekend tuition class, a teacher asked one of the pupils to go to the back of the room to do some reading, reported The Straits Times.

He followed the eight-year-old girl, made her stand next to him and touched her private parts through her clothes, while the other pupils continued with their work, oblivious to what had happened.

On Tuesday, the former primary school teacher, 27, was sentenced to a year in jail and three strokes of the cane, after pleading guilty to molesting the child on Oct 19 last year.

Female teacher jailed for sex with student not a predator

A 32-year-old female Singaporean teacher was sentenced to a year in jail on Monday for having sex with a 15-year-old boy in her school, local media reported.

The teacher, who was married with two children, started a relationship with the student last year after she started counselling him, the Straits Times daily reported on its website. Their names were withheld to protect the minor's identity.

The court was told that she wooed the boy with gifts including a copy of the bestselling book "Eat, Pray, Love", which dealt with a divorced American woman's adventures and was made into a film starring Julia Roberts in 2010.


Ex-teacher had sex with student, 15

A 15-year-old student suffered psychological problems, an eating disorder and even considered suicide after she had sex with a teacher, a district court heard on Tuesday.

According to a report in The Straits Times, the Secondary 3 student experienced intense and prolonged psychological distress, feelings of guilt, shame, disgust and self-blame and had poor sleep during her sexual relationship with the teacher between September 2012 and January 2013.

The 33-year-old accused, a local merit scholar who is now unemployed, admitted to five of 10 charges - one of committing an obscene act with a young person by French kissing her mouth and caressing her breasts and four of having sex with her.

A school teacher was today (March 31) charged with a slew of sexual offences involving a student.

The 32-year-old teacher faces 10 charges of various sexual offences involving the underage girl, which took place between September 2012 and January 2013.

According to court documents, he allegedly had sex with the girl eight times, as well as committing obscene acts with her twice. The girl was 15 at the time.


Teacher broke sacred trust

THE conduct of a teacher who had underage sex with one of his students and exploited another was “nothing short of deplorable”.

In sentencing Yeo Chang Yong yesterday to 26 months in jail for the offences, District Judge Wong Choon Ning said Yeo, 30, had broken a sacred trust.

“You are, what one may call, every parent’s nightmare. You supervise and monitor our children closely as we are aware of the possible dangers that they may come across in their daily lives, given their immaturity and naivety. There was deliberate and systematic sexual exploitation of the two minors under your care.”


Teacher admits sexually abusing 2 ex-students

As a trainee teacher, Yeo Chang Yong was supposed to protect and look after the secondary school students under his charge.

Instead, he abused his position and destroyed the "fundamental feeling of safety" by sexually abusing two of his former students, said Deputy Public Prosecutor Sharmila Sripathy-Shanaz in court yesterday.

Yeo, 30, had sex with one victim on six occasions after he had left the school. She was 15 and he was 26 when the offences were committed in late 2010.

A 42-YEAR-OLD teacher has been jailed six months for committing indecent acts on a 13-year-old boy who was studying in the same school.

She had pleaded guilty on Feb 5 to kissing him on the lips and giving him love bites on his neck and shoulder.

In passing sentence, District Judge Ng Peng Hong noted that the case involved “the sexual grooming of a young victim by a teacher” and said that a jail sentence was appropriate as it is the public policy to protect the young and vulnerable.

A 50-year-old teacher was charged in court on Thursday with three counts of molesting a 16-year-old student in a school in Singapore, according to reports

The male teacher is alleged to have rubbed the back of the female student on the left shoulder and on the waist area from outside her school uniform top on the premises of the school on July 26 of this year.

The school is reportedly in the eastern part of Singapore, but is not being named in order to protect the identity of the victim. The teacher indicated to the court that he wished to engage a lawyer, and he was given until December 12 to do so, reported The Straits Times


If convicted, he could face a jail term of up to two years and/or fined on each molestation charge.

The trial of a male primary teacher accused of molesting four boy students opened on Monday in Singapore.

The 33-year-old Mother Tongue teacher allegedly committed the acts on four boys, aged 10 to 12, on eight separate occasions in 2011 and 2012.

A music teacher was on Thursday sentenced to 18 months' jail by a district court for sexual offences involving a minor.

James Rohan Fernando, 25, pleaded guilty to three charges of sexual penetration of a minor -- penetrating her with his finger, making her perform oral sex on him, as well as having sex with her. Three other charges were taken into consideration for sentencing.

The girl, who cannot be named, was about 14 years old at the time of the offences -- which took place between December 2011 and March 2012.

Teacher suspended for 'demanding kisses in exchange for diploma'


A teacher of a high school in China's north-western province has been suspended from his position after he allegedly demanded that his female students kiss him on the cheek in exchange for their diplomas.

According to a ShanghaiDaily report, a whistleblower had claimed that Zhang Runhua, who teaches seniors in the Tuqiao High School, would not hand out the diplomas to the girls if they did not either kiss him, or let him kiss them.

Singapore pastor charged for sex with underage girl


A Singaporean pastor was charged Monday with having sex with a 15-year-old girl who belonged to his congregation, police and local media said.

No details were released by the police but the Straits Times identified him as a 45-year-old father of three.

His name was withheld in order to protect the identity of the 15-year-old girl with whom he allegedly had intercourse in a public park and oral sex inside the church premises in 2011, according to the report.

Almost three years ago, Singapore’s Internal Security Department (ISD) approached Tey Tsun Hang, a Malaysian-born law associate professor at the National University of Singapore (NUS), about becoming a “listening post” – meaning that he would provide information about goings-on in the law faculty, including his own work. In return, Tey would meet the ISD’s boss: someone who could “protect” Tey in the future. Left unsaid was that the ISD, Singapore’s secret police, who hold the power to detain indefinitely without charge or trial, could have easily revoked Tey’s permanent residency status.

“It’s a necessary evil and compromise for me,” Tey wrote to a colleague in September 2010 about the arrangement. “I feel cowardly. Without academic spine.” The colleague counselled a softly, softly approach, to “engage and persuade, not confront and antagonise”. Tey countered that the results would be “half-truth scholarship” and he would be a “collaborator [who] pretends [his work] is not censored when it is”.

Still, the next day Tey sent copies of all of his academic work to his ISD contact, asking the officer “to let me know which parts/pages/paragraphs/lines are not allowed and must be taken out”.

A man was charged in court on Tuesday with raping a 12-year-old girl and sexual grooming of the minor

Lee Seow Peng, 38, is alleged to have raped the girl at a public carpark at Chinese Gardens in Jurong sometime on May 29, 2012.

If convicted, he faces a jail term of up to 20 years with at least 12 strokes of the cane, reports The Straits Times.

The second charge accuses him of sexual grooming by having communicated with the girl on at least two previous occasions before the alleged statutory rape.

His two friends were sleeping in the same room, but that did not stop 23-year-old Lim Jia Yi from raping a woman

Yesterday, the full-time national serviceman (NSF) was sent to jail for eight years and ordered to be caned eight strokes, with the prosecution highlighting the brazen way in which he raped the victim in the presence of others.

In 2011, Lim befriended the 23-year-old woman after meeting her at a pub. They kept in touch and met several times at the void deck of her flat. On the night of Jan 10 last year, she agreed to go out for drinks with Lim.

They went pub crawling with Lim's friend, Mr Larry Ng, and Mr Ng's girlfriend until the wee hours.

Rapist jailed after victim records him with phone

A man who raped a 16-year-old girl five times was jailed after the victim recorded his final attack on her mobile phone.

Lewis Cole, 20, had boasted, "I'll spend 15 years in prison for this", which was caught on a recording after he lured the girl into a field in Birmingham, UK, reported The Mirror.

44 men, including nine civil servants, were charged in court on Monday with having paid sex with an underaged girl.

Among them, was ex-principal of Pei Chun Public School, Lee Lip Hong, 39, who was the only one who pleaded guilty.
